Procurement and contract management
The Ville de Vaudreuil-Dorion manages its purchases and contracts in compliance with the Cities and Towns Act (RLRQ, chapter C-19). This law establishes the rules to be followed when entering into contracts and specifies the powers available to the city in this regard.
In compliance with this law, the City is required to adopt a contract management by-law. This by-law establishes certain rules designed to ensure fairness among suppliers and promote the sound management of public funds, in addition to the provisions already provided for by law.
Information on calls for tenders and contracts awarded by the city is published on the Québec government's electronic tendering system (SÉAO).
Calls for Tenders
All contracts are subject to the legal and regulatory requirements in force, in particular the Règlement sur la gestion contractuelle of Ville de Vaudreuil-Dorion, which provides for measures to ensure healthy competition between persons contracting or wishing to contract with the municipality.
Complaints procedure
In accordance with Section 573.3.1.3 of the Cities and Towns Act, the Ville de Vaudreuil-Dorion has adopted a procedure for handling complaints regarding contract awards following a public call for tenders or contracts negotiated with a single supplier in which the expenditure equals or exceeds the threshold for a contract requiring a public call for tenders.
Notice to Lobbyists
In accordance with the Lobbying Transparency and Ethics Act (CQLR c T-11.011), no consultant lobbyist, enterprise lobbyist or organization lobbyist may communicate with a representative of the City (Municipal Council member or any employee, official or agent of the municipality) for the purpose of influencing a decision.
