Urban Development Plan and By-laws

The urban planning by-laws divide the territory of Vaudreuil-Dorion into specific zones in order to govern the uses of lots and buildings, as well as their construction and appearance.

Revision of the urban plan

In the summer of 2019, the City of Vaudreuil-Dorion undertook the revision of its urban plan—the planning document that establishes the guidelines for the city’s spatial and physical organization while presenting an overall view of its territory’s development. Since the current urban plan was initially adopted in 2002, a revision of the plan was needed in order to adapt its vision, orientation and development objectives to the city’s current reality. 

Throughout this review process, the urban planning firm of Provencher_Roy accompanied the City in a participatory process that allowed key partners and the entire population to express their concerns, expectations and ideas regarding land use planning.

Over 150 people took part in the process, which included the following:

  • Two participatory workshops with the general public (one participatory workshop for the revision of the urban plan on October 17, 2019 and one participatory workshop for the revision of the PPU Quartier de la Gare on November 21, 2019);
  • One meeting with community partners (Direction de la santé publique de la Montérégie, Centre intégré de santé et de service sociaux de la Montérégie-Ouest and Office régional d’habitation de Vaudreuil-Soulanges);
  • Four meetings with the City’s municipal departments; 
  • One participatory workshop with students (one class from Brind’Amour elementary school and one class from Cité-des-Jeunes high school);

This report (In French) provides a summary of the topics discussed during this process, which could potentially be taken into consideration by the municipal council when developing the overall vision and key land-use planning guidelines for the urban plan.
