Urban Development Plan

The urban plan is the planning document that establishes guidelines for the spatial and physical organization of the city while presenting an overall vision for its land use planning.

It is the city's most important official document in terms of land use planning. It contains the urban planning policies adopted by the city council that will guide its decision-making in the future.

The urban development plan includes:

  • A vision statement setting out the guidelines for the desired change for the City over the next decade;
  • Major development guidelines linked to objectives;
  • An action plan presenting the implementation strategies and intervention or financing tools to be provided in order to comply with the vision, guidelines, and development objectives;
  • Major land uses and densities that specify the purpose of different parts of the territory (e.g., residential, commercial, industrial, etc.);
  • The type of main traffic routes and transportation networks (rail and road).

The urban development plan also includes specific urban development plans (PPU) for strategic areas of the city that require a particular and specific development vision.

The content of urban plan no 1870 is based on the following elements:

  • Obligations under the Metropolitan Community of Montreal (CMM) Metropolitan Land Use and Development Plan (PMAD);

  • Obligations under the Vaudreuil-Soulanges RCM's SADR;

     

  • Aspirations and objectives arising from various municipal policies (Strategic Planning, Family and Seniors Policy, Cultural Policy, Environmental Policy and Strategy, Living Together Policy, etc.);

     

  • Aspirations, expectations, and ideas gathered during the participatory process carried out upstream.

Urban planning by-laws

Règlement sur les permis et certificats et la régie interne no 1871

This by-law sets out the administrative procedures governing and authorizing the implementation of projects covered by urban planning regulations. More specifically, they establish the types of work or activities requiring a permit or certificate, the periods of validity of such permits or certificates, and the documents to be provided in support of such applications.

These regulations divide the territory into specific zones in order to regulate the use of land and buildings, as well as their location and appearance.

Règlement de lotissement no 1873

This regulation sets out standards for the division of lots and the layout of traffic routes, governs or prohibits cadastral operations, and includes the conditions that must be met for the approval of a plan relating to such operations. This regulation also governs contributions relating to parks, playgrounds, and natural areas.

Règlement sur les dérogations mineures aux règlements d’urbanisme no 1272

This by-law provides for an exception procedure whereby the municipal council may authorize the completion of planned work or the regularization of work in progress or completed work that does not comply with all the provisions of the zoning or subdivision regulations.

These regulations set out the provisions relating to the composition, functions, powers, and procedures of the Urban Planning Advisory Committee (CCU).

Règlement sur les plans d’implantation et d’intégration architecturale (PIIA) no 1277

This regulation provides for the identification of areas or certain categories of projects that must undergo a qualitative assessment when a permit or certificate is requested. This regulation ensures the harmonious integration of certain projects into their respective environments by setting out objectives to be achieved and criteria for evaluating them.

Règlement sur les projets particuliers de construction, de modification ou d’occupation d’un immeuble (PPCMOI) no 1740

This by-law sets out the terms and conditions under which a building construction project or a modification or occupation of a building may be carried out despite the fact that it deviates from one or more urban planning regulations and under certain conditions, while also setting out criteria for evaluating the projects in question.

These regulations set out the terms and conditions under which, under certain conditions, certain uses may be permitted in an area designated by the zoning regulations, and establish objectives to be achieved and criteria for evaluating them.

Règlement sur les plans d’aménagement d’ensemble no 1777

These regulations govern areas subject to detailed planning and the procedures applicable to submitting an application. A comprehensive development plan (CDP) must be produced when applying to amend the urban planning regulations for certain areas. The CDP must comply with the provisions and evaluation criteria applicable to the sector in question.

These regulations set out the standards for establishing a vegetable garden, as well as the terms and conditions applicable to the certificate of authorization required for this type of development.

Règlement relatif à l’occupation et à l’entretien des bâtiments no 1787

These regulations set out standards for maintenance and basic equipment required in buildings. They also aim to control situations of dilapidation or disrepair in buildings located within the territory.

Règlement relatif au paiement d’une contribution destinée à financer tout ou partie d’une dépense liée à l’ajout, l’agrandissement ou la modification d’infrastructures ou d’équipements municipaux no 1816

These regulations set out the terms and conditions for financing the expansion or modification of municipal infrastructure or equipment. They determine which projects are subject to the payment of an additional contribution, as well as the projects, equipment, and infrastructure for which the contribution must be used (fund administration).

Règlement sur l’assujettissement de tout permis de construction d’unités résidentielles en vue d’améliorer l’offre en matière de logements abordables, sociaux ou familiaux no 1818

This by-law sets out the terms and conditions for requiring applicants for certain building permits to enter into an agreement with the City to improve the supply of affordable, social, or family housing.

These regulations set out the standards for the demolition of buildings. They include the terms and conditions governing the Demolition Committee and the procedures applicable to the demolition of a building.

Règlements provinciaux

Règlement sur l’évacuation et le traitement des eaux usées des résidences isolées (Q-2, r. 22)

Ce règlement prévoit les normes applicables à la construction et l’exploitation des dispositifs de traitement des eaux usées des résidences isolées de même que les situations dans lesquelles un dispositif doit être mis aux normes.

Bien qu’il s’agît d’une législation provinciale, l’application du règlement relève de la Ville, qui est responsable de délivrer les permis et de s’assurer de la conformité des dispositifs de traitement en effectuant notamment le suivi des conditions d’exploitation.

Règlement sur le prélèvement des eaux et leur protection (Q-2, r. 35.2)

Ce règlement prévoit les normes applicables à l’installation, l’entretien, la protection et l’obturation des ouvrages de captage des eaux souterraines privés.

Bien qu’il s’agît d’une législation provinciale, l’application du règlement relève de la Ville, qui est responsable de délivrer les certificats d’autorisation pour l’aménagement de tout ouvrage de prélèvement (captage) nécessitant une autorisation municipale au sens du règlement.
