Revision of the City's planning scheme and bylaws

The entry into force of the revised Schéma d'aménagement et de développement (SADR) of the MRC de Vaudreuil-Soulanges means that the City must harmonise its urban planning plan and bylaws. This obligation to harmonise urban planning tools provides an opportunity to update the town's vision of land use planning and development, as well as the regulatory framework for its implementation. The revision of the City planning scheme and by-laws involves producing new planning and regulatory documents to replace those currently in force, which are more than 23 years old.

Independently of the legal obligations requiring the holding of a public consultation, following the adoption of the draft bylaws, the Ville de Vaudreuil-Dorion was keen to carry out a participatory approach prior to the revision process, which was conducted in autumn 2019. Among other things, this process aimed to:

  • Inform the public that the city is undertaking a review of its urban plan and several other urban planning documents;
  • Communicate relevant information needed to understand the project in a transparent manner;
  • Encourage and facilitate citizen participation by proposing a variety of activities aimed at different clienteles;
  • Allow citizens to express their concerns, expectations and ideas in a constructive spirit.

Draft town planning scheme No. 1870

Draft Urban Plan No. 1870 adopted at the City Council meeting on 16 June is available for consultation in the following sections. This draft by-law is the result of an exercise that began in the summer of 2019 when the City wanted to revise its urban plan with a view to ensuring that the document was consistent with the future revised Schéma d'aménagement et de développement (SADR) of the Vaudreuil-Soulanges RCM.

What does draft Urban Plan No. 1870 contain?

  • A portrait of the territory as part of an urban file that can be found in a document separate from the draft Urban Plan
  • A vision statement to establish the guideline for the coming years
  • The major development orientations to which the objectives are linked
  • The implementation strategy presenting the intervention or financing tools to be provided in order to comply with the vision, orientations and development objectives
  • The Special Urban Plans (PPU) for the following specific sectors: quartier de la Gare, secteur Harwood - De Lotbinière, Ravin-Boisé and Pôle Santé

Vision and main directions

The draft Urban Plan No. 1870 is organised around a vision statement that indicates the desired direction of change for the City over the next decade. It is based on the Urban Plan previously drawn up, and on the issues, concerns and development aspirations raised by residents as part of the participatory process.

The vision statement takes the form of five major orientations that will form the framework for municipal decision-making on land-use planning over the coming years. From these orientations flow the objectives towards which the urban planning vision will be directed.

Amendments and draft urban planning by-laws

The regulatory amendments and draft bylaws adopted at the Municipal Council meeting on 16 June are available for consultation in the following sections. These draft urban planning bylaws are the result of the concordance exercise with the SADR of the Vaudreuil-Soulanges MRC and with draft Urban Plan No. 1870.

The amendments are intended to ensure consistency with the vision, orientations and objectives of draft Urban Plan No. 1870. The purpose of the amendments and the content of the draft by-laws is to renew and update existing standards through a new structure and the addition of new standards more focused on environmental protection.

Public consultation period

wo public consultation meetings on the draft by-laws will be held on September 9 and 10, 2025 at 6:30 p.m. in Room 2 of the Centre multisports André-Chagnon, located at 3093, boulevard de la Gare, 2nd floor, Vaudreuil-Dorion.

In addition to these public consultation meetings, the City will be holding the following two consultation activities:

Citizens are invited to submit their questions and comments in writing by September 4, 2025 at 12 p.m., by one of the following means:
