Modernization of the Charter of the French Language

Important Information

Under the Loi sur la langue officielle et commune du Québec, enacted by the Government of Quebec on June 1, 2022, French is now recognized as the sole official and common language of Quebec.

This Act amends the Charter of the French Language and requires all municipal bodies to use French in an exemplary manner in their communications and in the services they provide to the public. The Ville de Vaudreuil-Dorion is required to comply with this legal framework, which is not a matter of municipal discretion but rather a governmental obligation, while respecting the exceptions provided for by law.

Exceptions allowing the use of another language

The law allows municipal organizations to provide for certain exceptions where a language other than French may be used, in addition to French, depending on their mission, context, and services.

To comply with its obligations, the City was required to adopt a directive specifying the situations in which a language other than French may be used.

These exceptions were established in accordance with the Charter of the French Language and do not constitute a discretionary choice.

Please note that for one of these exceptions to apply, the person concerned must also clearly be unable to understand French.

Situations in which another language may be used, in addition to French

Communication in a language other than French may be permitted under certain conditions, particularly in the following cases:

Special circumstances

  • When required by public health, public safety, or the principles of natural justice;
  • When providing tourism services;
  • To provide services and maintain relationships outside of Quebec.

Individuals

  • Immigrants, during the first six months following their arrival in Québec;
  • Persons declared eligible to receive instruction in English (under the Charter);
  • Indigenous persons;
  • Persons not residing in Québec;
  • Persons acting on behalf of a person covered by one of these exceptions.

Legal entities and businesses

  • Sole proprietorships, where the owner qualifies for an exemption;
  • Legal entities or businesses established in Quebec that have their head office or a place of business outside Quebec;
  • Legal entities or businesses established outside Quebec.

In all cases, the individual must attest in good faith that they fall under one of the exceptions. In accordance with the law, the City will not require any supporting documentation.

These exceptions apply to all written and oral communications between the City and its employees and any individual or legal entity.
