Access to documents and the protection of personal information

As a public body, the City of Vaudreuil-Dorion is subject to the Act respecting access to documents held by public bodies and the Protection of personal information.

Under that act, it is necessary to apply for a document, not just information. Therefore, unless an exception is provided for by law, anyone who wishes to do so may apply for access to documents held by the City. These documents may be in written, graphic, audio, visual, computerized or other format. 

 

How to make an access request:

You may make an access request by the following means:

  • By completing the Access to Information application form at City Hall, located at 2555 Dutrisac
  • By mail, fax or email, indicating “Access to Information Request” in the subject line, at the following addresses:

  • By completing the on-line access to information request form

If you are requesting documents that may contain personal information about another person, written consent, duly signed by the person, must be sent to the Clerk’s Office and Legal Affairs Department as an attachment to this application by fax or mail. This consent must be sufficiently detailed as to the documents concerned, the identity of the person or body that can consult the documents, and must be of recent date.

Content of the access request

To enable the Access to Information Officer to respond satisfactorily, your request must be precise enough to identify the document and must at least contain the following information:

  • The name and title of the applicant (organization or company, if applicable)
  • Full contact information for the applicant (address, phone number, etc.)
  • Precise identification of the requested document (address, title, date, if applicable)
  • Preferred means of consultation (at our offices or by sending a copy by e-mail, fax or mail)
  • Any other relevant information

Processing time

All requests will be processed in accordance with the provisions of the law within a maximum period of 20 days from the date of receipt. Subsequently, an acknowledgment of receipt will be sent to the applicant informing them of the processing time for the request. If processing of the request appears impossible without adversely affecting the normal course of activities, the Access to Information Officer may extend this period by an additional 10 days.

Refusal and review of an access request

If the City of Vaudreuil-Dorion fails to meet this deadline, the Access to Information Officer is deemed to have denied access to the documents. This non-fulfillment permits an application for review before the Access to Information Commission within 30 days of the date of this decision. The same also applies in the case of denial or partial transmission of the documents requested. Please note that verbal requests are not subject to review.

Fees

Access to a document is free of charge. However, a fee may be charged under the Regulation respecting fees for the transcription, reproduction or transmission of documents or personal information, and under By-law 1709 laying down fees for certain goods, services or activities.
